I think $1500 is a bit cheap for 60 secs. What quality do u expect? Do u pay when the quality doesn't meet up with your expectation? If the quality is fine, I bet u'll put it in your portfolio, then u can get a job that brings u much more than $1500. If the quality is bad, u waste your money. If you can't graduate without this homework and you care about the graduation, then I think you care about your future in the 3d world. Here is a little piece of advice that I can give:
The 3d industry is a small circle, people talk about other people, when they know your portfolio for interview isn't your work, there will be no place for you to stay in the industry.

agree! You may have to try your best work and no matter that you don't have enough time to do. But just oniy 60 sec is not very hard for you as you can do very simple of 3D animation.
