rotate the view

if I cannot use the mouse to rotate the view, what is the problem, i can pan the view by the mouse , but cannot rotate

are you sure that's a preps view or camera view?
views like front, top, right....etc can't rotated.

yes, i am sure that is perspective view, because when i use another computer to do the same thing, it works

are there any button to help to change to default setting like photoshop and illustrator?
