I'd complete the course organized by CityU one year ago. It is excellent to me. The tutor teached you many tricks that not found in book, say shading network etc.
Please understanding that it is U but not primary school. They give you a guideline and a shortcut way to learn. Student must pay time to practise and think. They sure won't catch your hand to do.
On the other hand, CG in H.K. is death. Is it worth to pay $22000 to study a course which won't help you to hunt a job? If you only consider interest, the course is good for you.

Therefore, it means need to hard work produce a outstanding of work to become famous, well known to get your job and high rate payment. 我覺得做動畫既倉意同技術系市場系需要但系這個市場好快飽和了. Means that People are looking at CG techique not CG human resource. Basically, I am saying what the above just say. Just to express my thought here.
I studied cityU's animation course. I think the course was very good. It made me realize the importance of math and scripting ability in animation with strong but still easy-to-understand demos. Though the course manager has changed, I heard from others that the current course manager is also a very patient and good teacher.
