Generally, arms rising isn't too much affected by your bind pose, its more how you set the deformation of the fold between the deltoid (the upper arm muscle above bicep) and the clavicle. Also, when you arms are up, the clavicle bone is slightly rotated upward, along with the arm so its important to show that. Also one REALLY IMPORTANT thing people tend to forget is the location or placement of the joints! Placing the joints' position correctly inaccordance to the limbs/body parts is very important. These can be hard to correct in the deformation stage many times.
Actually I find the bind pose position (45 degree down VS a straight T pose) affects shoulders more when you are trying to rotate the arm downward from a straight T pose.
This should illustrate what I mean:
You can tweak the deformation to push the rest of the deltoid muscle towards the arm when the arm bends down, but it won't be as natural and contributes to the cg look.
