Personally, I would setup a softBody spline IK for this kind of work... some people called it dynamic spline IK. The basic idea to is similar to the old IK/FK setup.
1. You have to duplicate the part of the joints you will want apply the spline IK to.
2. Constrain the original joints chain to the duplicated chain
3. Bind the tail to the original chain
4. Create Spline IK on the original chain
5. Select the Spline IK curve and make it into softbody, choose "make original soft", "Duplicate Input Graph" and "Make Non-Soft a Goal"
6. Select the "goal" curve, make cluster for each CV
7. Parent each cluster to its related joint
8. Select the softBody particles and change the goalPP on them, so that the tail end has less goalWeight, etc
9. You're done, animate the duplicated chain root and see the result!
