Bump map is simply a 2d effects, it doesn't really bump the surface, good for things that aren't close to camera. It renders fast too. The problem is you won't see the bump when you look at the surface from the side.
Displacement map will move the actual CV/vertex of the surface when render, it's like you model the detail on the surface. It requires a high density surface for the map to work. It's slower but good for surfaces that need to be close to camera or view from the side.
