It's a plug-in for within max, just run the exe file and U'll find it within Max la, the d/n ver has limited usage/time. But pretty useful to me, especially to render wireframe animation for Flash.

If you don't want to use illustrate, try the built-in Ink 'N Paint Material of max 5. That will give a the toon shading.
