most of the time, the material depends on the geometry. i.e. different shapes will have (a little) different material settings. e.g. a thin glass material will be different with a glass sphere..... i think that's one of the reasons why there is no (or little) material library outside......
Some tips here:
1. Ice: (assume ice cube for cold drinks) a box/chamfer box with enough segments, apply noise modifier. Use Raytrace as reflection and refraction, and alter the Falloff settings of the Raytrace map.
2. Water: (assume water in a glass) Raytrace Refraction.
3. Glass: similar to water.
