Don't know if I answer your question in English would help or not. Anyway, the biggest different between normal and displacement map is: for displacement map, you need to have the enough vertex on the surface in order for the displacement map to displace (in other term, move). Meaning you can't displace the surface if there isn't enough detail to begin with. It uses a simple BW map (height map) to displace the vertex along its local surface normal. For normal map, it actually has the normal information which can replace the original normal of an object. It doesn't need to need to have detail vertex on the surface. You can see it as a advanced version of bump map.
There are more theories behind, but I guess you need to know the basics first.
