It's very hard to tell what's your problem by looking at your outliner, but I will try my best to answer...
A1: you shouldn't group your geometry (hands, body, etc...) with the wheel/tire/bike. The proper way is to setup IK for the character's hands, put locators on the bike handles, then point constraint your hand IKs to the locators. Same thing should be done on the feet.
A2: I won't go into details about why this error pops up 'casue I don't think you'll understand what I'll have to say. Just igore the error, most of time this error doesn't affect anything. You can type cycleCheck -e off in command to turn the error message off.
A3: 1st of all, what you're seeing is something we all known as "double transformation"... basically, it has something to do with what I said in A1. Don't move your character with the bike, think of them as seperate setups. On setup for the bike, then another one for the character. Then put locator at the seat, two on the steps, two on the handles. Constraint the root of your character to the seat locator, then the two hand IKs on the handles, finally the two reverse feet on the steps. Then just move your bike and the character should follow.
