question about the up coming competition(from update news)

i am not ready to participate
but i have some questions to ask when i read the application details

i saw the deadline is 14/11, from now on, just 20 days remaining
what i want to know is, should i hand in all: game proposal; side product from game; game movie(computer animation)? or just one of them, if one, any relations within the work?

and should i apply first before production? cos if i apply through web, i see there is a field need me state out my project name and brief... or when i finished something then i apply... no idea...

anyway, 20days for stage one, i hope somebody can clarify me a bit, let me consider deeply that i can play with it or give it up
