No.

For light falloff, it's already something 'similar' in L7. Use Inverse Distance for the falloff and you will get 'similar' effects that Gaffer offered.

For soft shadow, use area light or linear light.

For the Luminous Shadow Darkening Tool, you have to play with the render buffer or surface opacity.

For glossiness, try to use the shader came with L7, BDRF shader.

Hope this help.

P.S. Most of the functions of Gaffer 1.0BB (Oct 2000) are still functioning in L7 anyway.
